[Ganondorf is not usually a man to speak at length or to make messages on the lockets. But in light of recent developments and his aims to begin working against a tedious rival, it is time to begin gathering forces to him. He's built himself a sizable army already. Now he needs shardholders to stand with him. He has come to understand that each one of them might potentially be as valuable as a hundred native soldiers.]

With the passing of my sixth month, a fourth collection of Shardholders has been drawn into this world. The war carries on, though fate would seem to favor the side of our monarchs. [Absent as they might be...]

I am Ganondorf Dragmire. In my own land, I was the King of the Gerudo and of Hyrule. Until I return there, I am presently the Lord of Mair. My keep and city was won by conquest and much work has been done to rebuild and improve upon it. There are those among our court who helped to win and those who have labored to restore it. I have arranged quarters be provided for each one of you. You will always find Mair a safe haven as repayment for your efforts.

To those other Unseelie sharded, I extend my welcome to come visit the city. You need not travel the long road here. The High Queen has provided a Fairy Ring to the outside of the city. The land here is rich and bountiful so much that the people idle their time away in gambling houses and taverns. No doubt most will find some manner of entertainment within the city. [Says a man who clearly doesn't go out of his way for entertainment.]

Furthermore to those who wish to press the battle and see this war ended, then I welcome you to fight beneath my banner. Those who serve me will not go unrewarded. We stand on the cusp of victory. Already we have claimed powerful allies from Redgate and Maupertius. [Though he is eager to be rid of the latter...] We may have lost one battle at Cothromach, but we have slain their dragon and given our Seelie counterparts pause to reconsider their allegiance. Once the Seelie monarchs have been taken from their throne, we will at long last be able to return to our rightful homes.

They have come to accept my authority. They were ruled by a trowe previously. They respect the strong. That alone earns their loyalty.

Well, that would do it.

They were lesser men. Petty warlords and no more. They governed a city they lacked the skill to defend and administrate. Few will ever mourn their loss.

I'm told that Mair is- "a place for gamblers and whores and blackguards". Are you planning on keeping it that way?

I see little reason not to. [With the gambling houses, he had no need to tax the populace. He disdained brothels, but he did not have sympathy for what they were. The people could continue their revelries as long as it benefited the good of Mair itself.]

I think you'd have a bit of a revolt on your hands if you did. Not necessarily one you couldn't handle, but I'm sure the- uh, gamblers and blackguards will be happy to have things stay. Are there regulations?

Some. A few necessary changes for the good of the city. Nothing that I expect would be of particular interest.

Mostly I'm worried about the prostitutes.

Why should they in particular be of concern?

In your culture, women are warriors. In other cultures, they're strictly forbidden from fighting, from being in power -- sometimes they're little more than property, and people are taken and sold into marriage or to working in brothels. I know you're not stupid, that you're aware of the fact that cultures are different, but I just- want to make sure that you're aware of how the workers might be treated in the brothels.

And what would you have me do about it?

[He is well aware of the issue. He finds it utterly distasteful, but he'd done little about the practice just yet. But just because he had done little did not mean he was committed to doing little.]

Regulate it. Remind the owners that quality is better than quantity; fine them if inspections find things out of place. Make sure they're disease-free; again, remind them that this will generate more business and profit in the long-run. I'm not an expert on brothels, so I'm sure I'm missing things, but... [ Well, he's smart. ]

It's a good PR move.

Oh- PR stands for public relations. So, you know -- something that will make you seem better in the eyes of the public.

[Ah, this he knew, though not by this name. Prestige or reputation generally sufficed towards that and Ganondorf had worked towards having a good one, but he was a hard man and it had not been easy to earn the trust of others. In light of that, it was wise to let others serve this purpose for him.]

If this matter is of importance to you, then I will grant you the authority to see it done. Such things do not exist among the Gerudo, so your experience will guide you better than my own.

I'll do some research, pay a few visits to the brothels to see how they operate -- without, you know, being a customer. I may need some of your guards; with luck no one will be foolish enough to try something, but they can't say they didn't know I had authority to be there if I'm with those obviously under your command.

The city guard would be at your disposal. They have not entirely acclimated themselves to serving the populace rather than exploiting them. This example would do well for them.

[Again, it was beneath his notice to direct them into acting more like respectable servants of the city instead of the thugs most of them had been before. He disdained it, but he had not yet forbidden it. Change took time and change involved placing the correct people in the correct places.]

If you have a captain of the guard, I'd like to speak with them -- I don't want to walk into a brothel with guards whose faces are known to the workers for cruelty towards them.

[He nods.] I will have him presented to you. He is a capable enough man and served previously under Celegorm's command. He will no doubt be pleased to work at your side.
