I once would have have said clergy without a doubt, but the more power my father gains, I would say it is both. The Holy Roman Pope is the leader of the Roman Catholic Church. There are two other religions, but ours controls most of Europe, our continent. If kings wish to gain his blessing, they must do as he wishes.
