Then what about the individuals not a part of the "stronger people" who don't murder? Or how about the ones who killed in self-defense? Or the ones who hold prejudices against your people, but never kill or even harm anyone?

Will you have laws to treat those people with fairness, or are they just all "sinners" in your eyes?
