With certainty, a single man or woman could do it though it may take him some time to complete the task.
You are right though, with three to do the weaving, it'd go much faster. Perhaps even less then half a day.
[ the tricky part is just determining how best to come and separate out the hair. They'll need to hope for good weather, or just confiscate one of the long halls in the castle. ]
