Considering their recruitment methods, I have a feeling they can't really be as picky as you're picturing them to be.

They could be deciding who can just be fodder for the front lines and who actually matters.

That's a lot of 'what ifs' and 'could bes' and not a whole lot of definitive facts.

I'm not really asking for speculation what might be going on, I'm asking why I hear about a war and see only inaction.
