The Reapers have calculated the cycles to be as efficient as possible - they leave behind their technology, so that primitive species may find it and learn from it, and thus do not deviate from that path of progress. Before they can surpass that technology, they are are slaughtered and eradicated.

The machines here, it seems, have only brute force. Consider that a good thing.
