In my culture, we have many stories about fox spirits or kitsune. It was said that they were shapeshifters, able to take on human form by placing reeds, a broad leaf, or a skull over its head, very much like a mask. They also were known to have powers over illusion that were so strong, it would be impossible to tell whether it was real or fake.

[Not so unlike what the Cultists are able to do now.]

And so Reynard lives on in their hearts and minds. They see him as their savior and champion, even if that may have been the furthest from the truth. I wouldn't be surprised if it came to light that he set it up that way for just that purpose. I would guess their motivation would be a mix of revenge and to continue what Reynard supposedly started?
