They kept them peaceful by not looking to conquer territory and extend their reach. Among themselves, nymphs are not at all violent. It's when humans are involved that it becomes rather tricky.

They have no idea how to do battle--only how to cooperate with one another. In that, they need a being who understands the nature of bloodshed to protect them.
